    This a small scenario to check if it is possible to create
a balanced battle between Soviet and US carrier groups. The game's
AI puts the side under computer control at a serious disadvantage;
perhaps the biggest problem is its refusal to put the Bear recon
planes at high altitude. As a result, Soviet aircraft are almost
never a threat to a US carrier group since they never find the targets.
I have tried to remedy this by putting the Bears way out in formation
(max is 255 miles); they do maintain high altitude in an early warning
mode. I have also put Backfires on the carriers, and replaced the US
F-14's with Phantoms.
    Please let me know what you think of these tactics. I am eager to
work with a real Soviet carrier when the next battleset finally comes
out, but it seems that it will be a let down if the AI won't use the
Soviet surface search capabilities to their full extent.
